While, after a quick review, we have no major problems with your bylaws, we would like to have some more information of the Ukrainian community and your effort to form an association before we do a full review.

QUESTIONS 1.What projects and language version of the Wikimedia projects are used by the inhabitants of Ukraine? I guess the Ukrainian language version of Wikipedia is used by most, but are there other used by many
2.The people behind the applications How many are supporting this effort to become a chapter, how many passive and active supporters. How many have background as user of Wikimedia projects?
3.Representation Do the supporters of this application also represent the dominating group of persons of the user community? Are there major ethnical or language subgroups in Ukraine, and are the supporters behind this application represent these subgroups? (ie are there risk that a group of Ukrainians could feel alienated to the association you want to form?)
4.Forming of the association What kind of association recognized by the state are you planning to form. Are there bureaucratic or legal problems getting it established? What is the order and timeplan you plan to -get the bylaws approved by us? -form an association (are there several steps)? -get approval as chapter by WMF? -Hold you first annual general meeting and elect a fully recognized board?
