*TL;DR* Recent Changes Help page on Meta https://meta.wikimedia.org/wiki/Help:Recent_changes has been changed to reflect the current state of Recent Changes. That page can be now translated https://meta.wikimedia.org/w/index.php?title=Special:Translate&group=page-Help%3ARecent+changes. Local pages https://www.wikidata.org/wiki/Q3234746 which are not up-to-date should be redirected to that page.
*Background* Since September, the New filters for Recent changes https://www.mediawiki.org/wiki/Edit_Review_Improvements/New_filters_for_edit_review have been progressively released on almost all wikis (only wikis using FlaggedRevisions are missing). That change introduces new features, which are now documented on the main Help page for Recent Changes, located on Meta https://meta.wikimedia.org/wiki/Help:Recent_changes.
*For translators* The page on Meta can be now translated https://meta.wikimedia.org/w/index.php?title=Special:Translate&group=page-Help%3ARecent+changes. I've tried to keep the maximum of items from the previous page, so translation memory can help.
A new page, archiving the old configuration https://meta.wikimedia.org/wiki/Help:Recent_changes/Configuration_without_October_2017_filters, has been created for people who have opt-out the new filters. Translation memory from the previous page is working.
*For tech ambassadors* A lot of local Help pages regarding Recent Changes are not up to date. To be sure to keep those pages up to date, you can redirect local help pages to the centralized Meta page. All Help pages related to Recent Changes are listed on Wikidata https://www.wikidata.org/wiki/Q3234746.
