A couple of months ago CIS-A2K published an Indic Wikipedia policies and
guidelines handbook [1] in order to support Indic Wikipedians to improve
their policy portals. Before and after the publication of the handbook we
talked to Indic Wikipedians and asked how should we go ahead with these
works and these are the suggestions we have received so far:
# Core content and other important policy pages should be created;
# Regular policy discussions should take place which will help to
collaborate understand a community's needs.

Kannada Wikipedia anniversary: The Kannada Wikipedia (
https://kn.wikipedia.org/wiki/ಮುಖ್ಯ_ಪುಟ) is all set to celebrate its 13th
anniversary. The first ever edit on Kannada Wikipedia was made on 12 June
2003 with a message “Kannada Vishwa Koshakke Suswaagatha!” (meaning welcome
to the Kannada encyclopedia in Kannada). However, it took over a year—on12
July 2004 the first article about a city Shimoga (
https://kn.wikipedia.org/wiki/ಶಿವಮೊಗ್ಗ) was created. Over the last decade
Kannada Wikipedia has been a great gamechanger for the Kannada language
where the Wikipedians have played a great role in making it a household
name—there were about 700,000 pageviews in December 2015. The annual
average of active editors for last year was 48, 91 (February) being the
highest and 22 (May) the lowest and 80 being the count in last December.
The peaks and valleys also signify that major outreach like Wikipedia
Education Program at Christ University Bengaluru could have boosted the
total number of editors during the months when the program was being rolled
out. Since its inception, the project has gone through many ups and downs
over time, the major one being a small community to edit and curate such a
high-level task of creating new articles in Kannada, editing and enriching
them with more information and citations, and cleaning up many articles.

editing the Kannada-language Wikipedia since 2006. As part of the

Subhashish Panigrahi of CIS-A2K caught up with Vasanth to learn about his
contributions to the Kannada Wikipedia, which just celebrated its 13th
anniversary. In the discussion Vasanth shares his long time involvement in
the Wikimedia movement, and what drives him every day to edit Wikipedia and
helping other fellow Wikimedians.

books on Telugu Wikisource (

A digitization sprint was organised during February 12-14 at Andhra Loyola

The goal of the sprint was to train the students about scanning books using
Optical Character Recognition (OCR) and digitize books on Telugu
Wikisource. 35 students from the college participated in this sprint.

The most active editor on the Odia Wikisource (
https://or.wikisource.org/wiki/ପ୍ରଧାନ_ପୃଷ୍ଠା) is Pankajmala Sarangi (
https://or.wikisource.org/wiki/ବ୍ୟବହାରକାରୀ:Pmsarangi), a native of Odisha
who now lives in New Delhi, where she works at a non-profit. As a leader in
a broad community that is dominated by males (
https://en.wikipedia.org/wiki/Gender_bias_on_Wikipedia)—indeed, she is the
most active contributor to the Odia-language Wikisource —we asked her to
share her journey and her goals to grow the project and community as part
of the “WikipediansSpeak (http://blog.wikimedia.org/tag/wikipediansspeak/)”
interview series.
What is the community like on the Odia Wikisource?
Pankajmala feels that the community is like her home. “I can’t tell how
happy I am after seeing that this one year-old project has already
digitized over 200 books. With more and more youth coming on the internet,
the internet won’t disappoint them when the type and search in Odia
language.”
What are projects that you would like to start or get help from the
existing community to grow?
Forming expert /resource groups to increase the thematic group structure in
the community so that each group could work collaboratively for specific
goals.
⬤ We can also create groups through the help of the resident welfare
associations in Odisha cities where Odia WikiTungis (in Odia Wikimedia
community city based informal groups have been started that actively
organize outreach and engage with new Wikimedians) are already working.
They can work hand-in-hand. This will help us expand this program to more
new places.
⬤ We can tie up with basic computer training institutes where their
students and new Wikimedians who do not have access to computer/internet
could learn about Odia Wikipedia editing as a vocational training. These
institutes remain idle during day time and get busy after 4 pm as schools
and college students come to learn about computer basics after their class
hours.
⬤ One idea could be involving veterans whose expertise could help improve
the quality of the articles which is otherwise going in vain after
retirement. Post retirement life is otherwise lonely and many feel
worthless who could enjoy the company of many new friends. The senior
citizens groups could train new Wikimedians using these institutional
facilities.

⬤ Kannada Wikipedia edit-a-thon at Mysore, Karnataka (11-13 January): Prior
to Kannada Wikipedia's 13th anniversary (

edit-a-thons were planned. The third edit-a-thon of this series was
conducted at the Centre for Proficiency Development and Placement Services
(CPDPS), Manasa Gangotri, University of Mysore. 30 participants
participated and actively edited Kannada Wikipedia during this workshop.
⬤ Telugu Wikipedia Education Program at Andhra Loyola College, Vijayawada
12-13 January, (

In collaboration with the Andhra Loyola College (ALC), Vijayawada, CIS-A2K
opened up a Wikipedia Digital Centre in the institution. The aim of opening
this center is to help the students and local Wikimedians to grow Wikipedia
and other Wikimedia projects in Telugu and other Indian languages. As part
of this two-day program an edit-a-thon was also organized. 40 undergraduate
students (10 each from Botany, Statistics, Physics and Telugu departments)
contributing in creating articles in Telugu, Hindi, Malayalam and Tamil
Wikipedias.
⬤ Konkani-language Edit-a-thon and English-Romi Konkani dictionary release (

On 14 January a one-day edit-a-thon was organized at Krishnadas Shama
Central Library, Goa. Rahmanuddin Shaik on behalf of CIS-A2K participated
in this event and helped in mentoring the participants. Almost 100 new
articles were created on Konkani Wikipedia on this day. On the same day, an
English-Romi (Latin is also known as Romi in Konkani) Konkani dictionary
was released. The dictionary contains English equivalent of 21,760 Konkani
words.
⬤ Geographical Indications in India Edit-a-thon (25 January-10 February
2016) (

A multi-lingual online edit-a-thon was organized with the theme of creating

would like to share with you the newsletter below for the month of December
2015. We look forward to hear any feedback or input you might have.
As per the 2007 census of India, there are about 7.4 million speakers who
speak Konkani as a native language. Many might not know though the language
finally made a late entry on Wikipedia in 2014 with the release of the Goan
Konkani Wikipedia (https://gom.wikipedia.org). Since the beginning of the
project as an Incubator project, it has faced several issues; complications
because of the multiple scripts used to write Konkani, building a community
from scratch (
http://www.dnaindia.com/blogs/post-konkani-wikipedia-climbing-up-the-indian…
to contribute to the Wikipedia project, and finding encyclopedic resources
to grow content. The Konkani community that contributes on Wikipedia is
predominantly present in Goa with a few contributors living elsewhere. The
statistical analysis of the last six months shows several trends of the
project and community growth. There is an overall state of both the content
and community seem to be stable with a total of 124 editors and 2400
articles. However, the growth trends are little worrying as there is hardly
any new editors that has joined the community in last six months. The
active editors (with more than 5 edits a month) have also slowed down over
time with a few them becoming inactive as the average of the number of
active editors for the previous six months (January-June 2015) was 18 that
has come down alarming to 5. Same is the case of very active editors (with
more than 100 edits a month) and number of new articles being created every
month. These downtrends are more of a result of the on-wiki, online and
offline activities slowing down. There is a great need for more leadership
and community-led activities that could be catalyzed by organizational
support.

== Resources created ==
• Indic Wikipedia policies and guidelines handbook:
Currently CIS-A2K is working with five Indian-language Wikimedia
communities (Kannada, Konkani, Marathi, Odia and Telugu). While working
with the mentioned Indic Wikimedia communities, we observed a number of
issues affecting them and we also noticed that there are many similarities
between the issues and difficulties faced by these communities. So, we
decided to start working a help document "Indic Wikipedia Policies and
Guidelines Handbook".
At first, we created a short handbook discussing a number of topics, such
as how to create new policies, or modify the existing ones, using village
pump, enforcing policies etc. Then we talked to Indic Wikipedians to know
more about the policies and guidelines-related issues and problems they are
facing. We also asked to give their feedback on the first draft of this
handbook.

• Talk on bringing 1000 books about the culture of Maharashtra on Marathi

Maharashtra Granthottejak Sanstha, a Pune based non-profit that was founded
in Justice Mahadev Govind Ranade and colleagues in 1894, has recently
announced to digitise their 1000 volumes of books centred around Peshwa
culture. A discussion about digitising these books and making them
available online on Marathi Wikisource was organised on 1 December at the
Energy Resources Institute (TERI), Bengaluru. Avinash Chaphekar, Joint
Secretary of MGS addressed this talk.
• Sau Dhuni Teen Project: December Wikipedia Edit-a-thon at Women's Studies
Centre, University of Pune (

A Wikipedia edit-a-thon was organized on 3 December at the Women's Studies
Centre, University of Pune, as a part of the Sau Dhuni Teen project (

this group of Wiki-women contributed to conceptualize Wikipedia as a
knowledge resource. They not just edited Wikipedia articles but used

• Indian language Wikipedias in the classroom: Wikipedia workshop at SVERI,
Pandharpur (

On 15 and 16 December a Wikipedia workshop was conducted at SVERI,
Pandharpur, Maharashtra. The aim of this workshop was to nurture these
skills in faculty and students of the institution: a) Creating

skills, c) Digital information literacy skills, d) Ability to critically
engage with a concept/theme etc.
• Global Congress on Intellectual Property and the Public Interest (

The event was organized during 15-17 December in New Delhi. 11
Indic-language Wikipedians—including two representatives from the Wikimedia

https://meta.wikimedia.org/wiki/User:Nikhil.kawale)—participated in this
event. Rahmanuddin Shaik and Subhashish Panigrahi from CIS-A2K team
attended this conference and coordinated several discussions on copyright
and intellectual property (IP) in the context of Wikipedia. The
participating Wikimedians, over the three days engaged with each other and
the coordinators and discussed about the kind of copyright and IP-related
problems they are facing in their home communities.
• English and Telugu Wikipedia edit-a-thon in Hyderabad: a collaborative
Telugu and English Wikipedia edit-a-thon is being organised in Hyderabad on
20 December (

A collaborative Telugu and English Wikipedia edit-a-thon was organised in
Hyderabad on 20 December. The event was aimed at translating many English
Wikipedia articles related to Telugu language and culture to Telugu and

program designed by CIS-A2K to train and empower Indic-language
Wikipedians. In this program we will cover everything related to Wikipedia
editing such as:
• Wikipedia editing (beginner's and advanced)
• Wikipedia policies and guidelines,
• Using tools, scripts, gadgets etc.
Any experienced Indic Wikipedian is welcome to join this training program.
It is recommended to discuss with a community before applying for this

Wikimedia communities of four (Kannada, Marathi, Odia and Telugu) out of
the five Focus Language Areas joined for the IRC-based meetings on 29
November 2015 to discuss about the next set of activities for the newly
recruited Programme Associates.

Four Marathi Wikipedians Santosh Dahiwal (User:संतोष दहिवळ),
User:Suyogaerospace and Santosh Shingare (User:Cherishsantosh) along with
Wikimedian and CIS-A2K member Abhinav Garule (User:Abhinavgarule) joined
for the IRC. The discussions were focused on CIS-A2K's work from July 2015
and Marathi Wikipedia work plan (

Wikimedians joined in the discussion proposed for diversifying the outreach
and take it to many other cities and towns apart from the usual places like
Mumbai or Pune. Santosh Dahiwal, administrator of Marathi Wikipedia
appreciated encouraged to keep posting about every Marathi Wikipedia
community activity and invite for various activities organized in different
places.

Thanks to the seven Kannada Wikimedians User:Omshivaprakash, Deepu, Yogesh
(User:Yogesh), Vishwa, User:M G Harish along with CIS-A2K team members
Anant (User:Ananth subray), Pavanaja (User:Pavanaja) who participated in
this meeting to discuss about priorities for the community and how to take
the programmatic works forward with the help of the new Programme
Associate. The community members suggested for more work related
documentation for the community to know about programmatic work by CIS-A2K
e.g. books relicensed and digitized.

Four Odia Wikimedians User:Akala Kushmanda and User:Swagatika91 along with
Sailesh (User:Saileshpat) and Subhashish Panigrahi (User:Psubhashish) who
are part of CIS-A2K program joined in the IRC suggested for creating
monthly offline meetups and online campaigns where the latter could help
recruit new editors from Twitter , Facebook and other social media. They
also emphasized on featuring Wikimedians in local newspapers and websites
so the Wikimedians and other potential Wikimedians would be encouraged to
contribute. There is a potential for the Odia Wikiquote (
https://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikiquote_Oriya)
which is in Incubator at this moment and there was a request to make it
live. The Wikimedians also suggested for creating more projects for quality
improvement of article. One of the participants of the IRC also showed
interest in supporting outreach in the southern and western part of Odisha.

Five Telugu Wikimedians JVRK Prasad, Arjuna Rao.C, Sujatha.T., Pranay Raj
Vangari and Viswanadh.B.K. along with CIS-A2K program members Pavan and
Rahim joined in this IRC. Arjuna emphasized on conducting a reader survey
to assess various interest areas for the Telugu Wikipedia. Wikipedians also
shared how important it is to develop a tool that could ease in extracting
text from scanned books using Google OCR so that could be useful for Telugu
Wikisource. Improving quality of Telugu author Sayeed Naseer Ahmad's books
that exist on Wikisource was also discussed. Most of the participants
expressed interest in collaborating for celebrating Telugu Wikipedia Day
and Telugu Wikipedia 12th anniversary. The community members asked to share
the statistics on success of the "how-to" video tutorials that the CIS-A2K
program created for Hindi (

so that the Telugu community could assess if the similar tutorial could be

⬤ Community discussion for making Tulu Wikipedia live (

Programme Officer Rahmanuddin Shaik visited Mangalore on October 28 and 29
and again on November 5 and 6, 2015. During his visit he interacted with
Wikipedians for making the Tulu Wikipedia live. There were discussions on
translations of system messages that appear on Wikipedia interface,
creating templates pages and adding images. Around 79 strings were
translated on Translatewiki.net, the community project for MediaWiki
localization, and about 500 strings were approved. This event was organised
at Tulu Bhavana, Karnataka Tulu Sahitya Akademy. The director of the
institution was part of the meeting who agreed for relicensing lower
resolution cover pages of their published books and metadata of 157 volumes
of books under Creative Commons licenses, and share detailed information of
Tulu Sahitya Akademy award winners which would add close to 100 biography
articles on Tulu Wikipedia.
⬤ Open Source India 2015 (

November, the twelfth Open Source India event was held at NIMHANS
Convention Centre in Bangalore. On 19 November Subhashish Panigrahi
attended the event behalf of CIS-A2K.

== Team updates ==
After several rounds of the selection committees formed for Kannada, Odia
and Telugu, the CIS-A2K team finally got on-board Anant Subray (User:Ananth
subray), Sailesh Patnaik (User:Saileshpat) and Pavan Santosh (User:Pavan
santhosh.s) as Programme Associates (PAs) for the three fore-mentioned
languages out of the five Focus Language Areas. The three PAs will be
working closely with their respective language communities based on several
community priorities and implement the work plans. Anant is a Kannada
Wikipedian who joined the community during the WikiProject Christ
University (
https://meta.wikimedia.org/wiki/CIS-A2K/WikiProject_Christ_University)
outreach and later became a Campus Ambassador mentoring his junior batch
students for contributing to Kannada Wikipedia and Wikisource. Active since
2012, Sailesh is a long time Odia Wikimedian and is active in Odia
Wikipedia outreach. He has also participated actively in various national
projects like Wiki Loves Food (
https://meta.wikimedia.org/wiki/Wiki_Loves_Food) and is part of the
organizing team of WikiConference India 2016 (
https://meta.wikimedia.org/wiki/WikiConference_India_2016) and various
other global initiatives. Pavan is the first Telugu Individual Engagement
Grant (IEG) recipient for his IEG "Making Telugu content accessible" (
https://meta.wikimedia.org/wiki/Grants_talk:IEG/Making_telugu_content_acces…)
which was aimed at creating a catalog of Telugu books available in the
Digital Library of India (
https://en.wikipedia.org/wiki/Digital_Library_of_India). Pavan has been one
of the keen organizers of the monthly Telugu Wikimedia community meetups in
Hyderabad, Telengana apart from participating in various community
initiatives. All the PAs went through an orientation by the core team at

Omshivaprakash along with Tamil Wikimedian and Wikimedia India's (

Ravishankar A. joined in an evening during the orientation to share their

another day and spent time with the PAs advising on various aspects of

like creating account/logging in, Wikipedia basics and wiki mark-up,
editing Wikipedia and adding citations. The Tulu Wikipedia is in incubation
at this moment and CIS-A2K is helping build a community in Mangalore and
places around Mangalore where a significant Tulu speaking community
live.
