I know of one incident in the past two years that involved OTRS, and at
least two others that probably should have been done through OTRS instead
of direct emails to a particular sysop. I suspect there have been several
more that I don't know about or am not currently recalling. I think it
might be a good idea to get this going now so we can try it out while the
traffic will probably be low. I'm sure it will be essential eventually.

I do not believe that we have a current need for it (we
are only the third largest project), but others may think
differently. The fact that we did not have a "Contact
us" link in our sidebar on the English Wikiquote has come
up and we did not really have a good answer for it.
