I really have a problem with this description. As I claimed in Cologne in winter, there is no for any reviewer to say, that a version really is free from mistakes and that it is complete (!!) - I never would say that to any article in e.g. biology ever, every review or validation is only a test on plausibility and noone really can set a flag on total correctness and completeness. For that reason I would say:
quality revision = geprüfte Version = 2. Stufe, fachlich geprüft; keine offensichtlichen Fehler oder inhaltlich relevanten Lücken vorhanden und Inhalt plausibel
