Here in the Netherlands we are doing some experiments with hashtags as
well. I agree that usage on live events might be better than for online
activities, although that might partly result from the fact that people
simply don't know that it exists. I have had some discussions with
organizers of online activities about the usefulness of the tool - one
thing that came out of it is that adding a hashtag might be useful for the
respective Wikimedia chapter, but it's usually not useful for the editor
him/herself.
The one thing that's also very clear from our experiments is that the
communication about the hashtag needs to be very good, not only during the
campaign but especially in the preparation phase. This might go so far as
that the hashtag is included in the banners that are put up - "Join the
online writing week about Topic X - #Topic X".

The first step towards better usage, I think, is the ability to add one as

opportunity to close some of the adoption gap.
