I think there's a possibility of having the committee include non-board members.
There's already talk about making the candidates statements and other info public (not yet decided and I don't really know the rules or other details of the selection process) and also talk about making some of the discussions available to private members-only fora within a chapter. (I guess with someone that has access to both manually copy/pasting between them.)
Anyway, if you do choose a candidate selection/evaluation committee that includes non-board members then I think it should be possible to get them subscribed to both the list and wiki. (i.e. you ask and you get at least one supportive response and no objections)
