Disclaimer: I'm one of the candidates.
I'm Envel (User:Envlh [1]), a Wikidata volunteer since 2015. I'm an active
member of the Wikibase Community User Group; for instance, I wrote the
largest part of our 2019 report [2]. I'm an active volunteer in the
Wikibase community; for instance I help fixing bugs in Wikibase [3] and I
attend conferences like WikidataCon (2017 & 2019).
A few weeks ago, I started a discussion [4] on Meta in the Wikibase
Community User Group to define who should be sent to the next Wikimedia
Summit as representative of the group, explaining that I was interested to
go. I advertised the discussion on the Wikibase Telegram group (and I
should have sent an email here, this was a mistake). I had only one direct
answer, from VIGNERON, explaining that it was fine for him. Given that, I
applied.
At the moment, my application is on hold because two were received for the
Wikibase Community User Group by the organizers of the Wikimedia Summit. As
their job is not to resolve community disputes, their position is that the
two candidates have to decide by Friday which one cancels their
application, or both applications will be cancelled.
I exchanged a few emails with the other candidate, Ester Bonet
(User:Tiputini [5]). She recognized that she has no interest in Wikibase,
and that the spot was given to her privately by the "signatories of the
affiliate", Laura and Miguel, who submitted the previous report in 2018. At
the moment, I'm unable to find any activity about Wikibase from any of them
in 2019.
I'm concerned that the spot dedicated to the Wikibase community would be
used by someone who have no interest in Wikibase and was never involved in
this project and community, especially while Ester is affiliated to other
groups which already have representatives in the Summit and hence have
their voice represented. I'm also concerned that important decisions are
taken privately on behalf of the Wikibase community, without involving it.
