I fixed this now. I'm still investigate, but LDAP was away (so nothing could be authenticated and so no login, webservice or cron was possible). I think that happens because the network-cable between the both HA-severs is defect.

Has this changed (e.g. because only river gets notices from that address)? Essentially - what is the best way to report problems? Mailing list, the tcx.org.uk address, or both?

at the moment there is no specified way to do this (this will change soon): At the moment your best bet is that a root is on the IRC; if not write an eMail to the mailing-list so that other users see that there is a problem too.
