Back in may 2010, the 'official procedure' when the TS was down was
mailing to ts-major-outage (at) TCX (dot) ORG (dot) UK:

Has this changed (e.g. because only river gets notices from that
address)? Essentially - what is the best way to report problems?
Mailing list, the tcx.org.uk address, or both?
