[Toolserver-l] toolserver name is changing

hello,

the name of the login server is changing from
hemlock.knams.wikimedia.org to hemlock.ts.wikimedia.org.  the old name
will continue to work.

you can now use username(a)ts.wikimedia.org for tool email addresses.
