[Strategy] Challenge 3 content - and a slight timing change

Greetings all, Challenge 3's content is now ready to be translated, and copied to your home communities. In an effort to share more of the research before the end of July, we are going to slightly change the timing for the last two weeks. As the previous challenges are always available for discussion once posted, we hope this allows more participation on a higher variety of topics.
