I would say that this is unnecessary addition just as in local discussions it would be unnecessary to add ‘in English language’ for Michael’s part (and Gereon was probably trying to say that it is understandable by default). I think, that if it is needed for English language, translators can be simply advised to drop that part.

I am sorry - I need more context. Which part are you referring to?

This is referring to wanting content to share not in English but in her local language. For the US - his local language is in English, so he has access to much more content already. What will make this more clear?
