I like the idea of calling out the PD bit, maybe even adding "and so
available for use by Wikipedia and anyone else, including this image..." to
make sure we drive home 'why' it's so good that it's in the PD.
Unfortunately it (and Jeff's one to be fair) is too long for Twitter
especially with the image. Perhaps:
