Like! What about clarifying that all images from NASA are public domain? Something like:

Happy birthday to NASA, which began operations Oct. 1, 1958. All media released by NASA is public domain, including this image of astronaut Mike Hopkins on a 2013 spacewalk, available on Wikimedia Commons here: http://buff.ly/1P7Fs2M (Branded url someday soon.)

I like the idea of calling out the PD bit, maybe even adding "and so available for use by Wikipedia and anyone else, including this image..." to make sure we drive home 'why' it's so good that it's in the PD.

Unfortunately it (and Jeff's one to be fair) is too long for Twitter especially with the image.  Perhaps:

Happy birthday to @NASA, since founded in 1959 images such as this have been Public Domain http://buff.ly/1P7Fs2M (with image attached)
