Yann,
Thank you for your sudden interest in Quarto distribution. If your
words were slightly less aggressive, they might find a more receptive
audience. The versions of WQ #2 on the Wikimedia Foundation site are
"available" in that they are considered complete enough to announce
and release. The untranslated interview is no reason not to
distribute the French newsletter. The decision to use Aphaia's
"release messages" as part of the current HTML email was made two days
ago.
If you want to improve distribution (as we all do), please update
[[m:WQ/Distribution]] and help us better organize our lists of
recipients and the distribution process in the future.

Yannf. WHO are you thinking of sending it to ? I sent quite a bit about
them to some journalists already. Just alone. several weeks after
publication, I am not sure it is a good idea. For now, noone is on the pdf
as far as I know.
That's the problem.
1. It is not clear when it was available. Last Icheck there still was some
untranslated text, and they still are:
http://wikimediafoundation.org/wiki/Wikimedia_Quarto/2/Fr-5
Also the release message was translated yesterday by Ryo.
2. There is no list of people it was sent to.
