The user template in the 'it' configuration has never existed, much like the English configuration removed in e07cc841.
Also note that the user template should be subst:'d. 'جا:' added in 2012 is Farsi for subst: https://www.mediawiki.org/wiki/Special:Code/pywikipedia/10706
