WMF list creation usually strongly encourages having multiple admins per list to avoid SPoF.
But admins are not individually authenticated on login; there's only one shared passwd for all the admins and effectively the admins are whoever has that passwd.
Nominally there's only one mobile-l admin atm (tfinc) but maybe others have the passwd.

(Also, list of admins can themselves update the nominal list and the list for -owner and moderation msgs and they should keep them in sync with who actually has the passwd)
