Has this always been the case or did something change?
I thought we made a decision to move away from this horrible intermediate screen?

I think that's a bug you're encountering.
The current expected behavior on most wikis is you get redirected to your internal referrer (the returnto parameter with returnto query). If your returnto is NULL, then default is Main Page. On desktop English Wikipedia, we use CentralAuth's hook CentralAuthPostLoginRedirect to shuffle users through Special:GettingStarted for now. Beta Labs has GettingStarted installed just like prod, but on mobile it shouldn't be doing anything.
