I would remove page actions for non-JS users if watchstar proves to be hardly ever used. Also, Gautam from Opera showed us some stats and devices with really low screen sizes (less than 300 or even 200px width) prevail among Opera Mini users (and that's our most popular non-JS browser). I'm not sure how you want to display Flow on old devices that have less than 200px in width. Things just won't fit.
