Currently this is not configurable. It should probably not show these icons when a wiki has been set to read only. Feel free to open a bug and submit a patch (or convince someone to do so). We are a bit short of developers making MobileFrontend as nice as possible for 3rd party users so if anyone wants to volunteer and help champion the 3rd party use case I would be much appreciative.
In the short term if you are fine to sacrafice talk (which will also live in that menu) we could explore an explicit lag in LocalSettings.php that allows you turn it off. Again a patch for that would be welcomed if that is deemed useful.

My wiki is read-only. Is there a simple line or two that I can put in LocalSetttings.php to stop the MobileFrontend page-actions (ca-edit, ca-upload, and watch-this-article) icons from appearing on each page?
