Hoi, Dari is an official language ... it is recognised as an ISO-639-3 language code prs [1]. There is a formal procedure and to start the process of getting a Wikimedia project a request has to be made [2]. Once the process is made, the eligibility will be considered. When a language is eligible, the work done in the incubator will be rewarded with a project when the set requirements are met.
