RTL is indeed the difficulty here - so "first" choice is "left" in
LTR
languages and "right" in RTL languages. And an editor could arrive there
from a link directly to the translated page (e.g.
https://meta.wikimedia.org/wiki/Abstract Wikipedia/Wiki of functions naming
contest/Names/ar ) but could have their language-preferences for this wiki
set to English or another LTR language (or vice-versa), so it's hard to
predict whether the instructions should match the content-text or the
interface-text.

I agree it could be specified in the instructions that the order is from
left to right, from preferred to least preferred, with no option for
ties. (I assume the gadget has been tested for RTL languages. It seems
the same used for a recent MediaWikiWiki vote.)
