Everyone has the right to education. Education shall

compulsory. Technical and professional education shall be made generally

Isso é uma verdade absoluta? Um dogma? O "free" aí é "free as in free
beer" ou como em freedom?

A UNESCO me parece ainda estar tentando entender o que quer dizer por
"open", no que diz respeito a recursos educacionais.
