Yes, I vaguely remember a time when that was the case, but I think pages
were getting deleted and moved accidentally. Looks like that documentation
hasn't been updated in a long time. Maybe one of the Wikimedia Foundation
program managers can check into that if they have the capacity.

there's a mistake in the title. Instead, you'll have to start a new
one and delete the current one.
In case it helps, you can edit the individual sections of the page (or
go to them to copy & paste into the new page), but you have to do it
from the section edit buttons rather than the entire page.
