Now it is like, bot can create any type of stub article. But new users (who
has very less knowledge of  wiki editing) are not allowed to do that.

Remember most of the current wiki editors started wiki editing by creating
stub articles or by doing some minor vandalism. I remeber I started like
that. May be some others also.

The key is building the community, not to install different gadgets and
abuse filters that may turn many potential future users away from wiki.
