Just replying to the original mail here.
While the discussion what the labs project should look like is usefull, the immediate problem at hand is a bit forgotten, that toolserver might end early next year if there is less support.
As others stated, as some of the needed functionality is not present in labs, having an environment usefull for the current toolserver community will likely take till end of the year. To then have the community migrate there, setup the things there, perhaps migrate data, and perhaps change urls all over the place, will take some time already, so that is likely middle till end of 2014.
So we will need toolserver up and running for a while, and that will take investments. And that is the problem that will need immediate attention at the moment.
