Delphine and Ariel have already showed the approach to follow. https://www.mediawiki.org/wiki/Wikimedia_Labs/Toolserver_features_wanted_in_Tool_Labs is indeed very lacking; it should be expanded and each item moved to bugzilla. Tool Labs is currently not even on the radars, as far as I understood; some schedule is needed from the WMF.
Given the tone of this thread, I also want to point out that WMDE doesn't seem to have any fault to me here: it was the WMF's (sudden) decision, a year or two ago, to "replace" (aka kill) the Toolserver rather than helping it (after the one and only little grant in 2009) or letting other chapters help it. It obviously doesn't make sense to invest much on the Toolserver while the WMF is spending millions to duplicate it. Again, a document like the one Delphine requested would also help WMF understand what's needed to make the transition less traumatic: they need a clear plan and it's their responsibility to coordinate better with the service the state to be replacing, including financial aid. The Funds Dissemination Committee doesn't have any role about the part of WMF's budget which includes Labs, but they'd supposedly do something about such a problem if they want their work to mean anything IMHO.
