[QA] /privacy/wmf/secret.yml doesn't work

Zeljko,

never mind, I did get it to work.  The problem was that in the Github shell
the /private is not the at the real root level, it's only at the root level
of the github shell.  I have to use /c to get to the c:/ root level.
