Of course they care, see complains on dewiki for example.

WMF has payed staffers (not volunteers!) and therefore it should be ensured that this highly used service is up. It is down now for hours, complains x-wiki,...   Volunteers are spending free time here, therefore it should be ensured that a minimum of service is up.
