[Labs-l] Don't run processes on the bastion

The bastion was dead a short period ago. This occasionally happens because
people run processes on it that consume all of the memory, leading to an
OOM.

Please don't run processes on the bastion. If you need to run a process,
there's likely a project you can be added to that is appropriate to run it.
Killing that instance causes problems for everyone.
