This is actually on our Todo list, albeit medium term.  While running a
MW install in tools is /possible/ and quite allowed, tools is indeed not
the best place to do so.  Yet, there is a definite use case for a
'mediawiki-in-a-box' testing/dev platform.

So no, I don't think it's useful to fiddle with optimizing MW use on
tools at this time.
