[Labs-l] Reinstating memcache on tools project

Hi,

I figured out that there is no manual on how to configure mediawiki to
use redis. Since tools project is offering the possibility to install
mediawiki for users and mediawiki doesn't work much without any
caching system (it does work, but it's horribly slow and resource
expensive), I suppose we should temporarily restore the memcache
server until other solution is available...
