[Labs-announce] Horizon upgrade tomorrow (Tuesday), 16:00 UTC (DONE)

This upgrade is now complete.  I see a few immediate clumsy spots in the 
GUI that I'm going to work on ironing out today, but everything should 
now be usable.  Let me know if you run into trouble!
