The founding committees, or charter boards, or whatever you want to
call the folks who get together and decide they want to start a
chapter, take various forms.  For most chapters, the initial
organizers make up the inaugural board, but none of this is formalized
until they lawfully incorporate in their legal jurisdiction; it's
preferred that this happen after WMF approval.
