Why can not we DEFINE a wiki with no community? For instance, either (a)
no sysops; or (b) no edits by existing sysop(s) within the last month?
These wikis would be opted-in authomatically, and others only if the
community votes to opt-in. If the community is formed, the wiki can vote
for opting out.
