That, to me, says that Jimbo and the Board have not yet decided who
the contractor should be.  It also suggests to me that they have no
preconceived ideas about who should fill the role.  I'd guess that
they will choose the best candidate, whether or not that candidate is
a member of the community, novice, experienced or otherwise.

Though that's not to say that being part of the community wouldn't
have an impact.
