I am envisaging a template without "subst:", by using newly proposed variables at http://bugzilla.wikimedia.org/show_bug.cgi?id=6092. The new variables could save a burden of "subst:" for templates that need date of a revision of a page, and be applicable to "automatic" template on upload page. Potential application will be {{copyvio}}, {{somewebite}}, {{Chất lượng kém}}...
