Basically, if it can't match a whole tag, then it just calls the token an LT (less than) and moves on.
If I understand correctly, that'S for an *incomplete* tag, i.e. a lone "<". We were talking about *unknown* tag or pair of tags, such as "<foo>bla</foo>", which is nither html, nor magic, nor handled by an extension.
