I know of one incident in the past two years that involved OTRS, and at least two others that probably should have been done through OTRS instead of direct emails to a particular sysop. I suspect there have been several more that I don't know about or am not currently recalling. I think it might be a good idea to get this going now so we can try it out while the traffic will probably be low. I'm sure it will be essential eventually.

Generally agreed. - Info-xx is considered as a general inquiry, at least the core people (Kat and sannse) stated so, but their headers are highly Wikipedia specific (Wikipedia information team, signature of Wikipedia). It would be somehow bizarre Wikiquote related complaints are replied under Wikipedia name. And only Wikiquote admin can deal with confidential request for deletion etc. Unless there is no plan to generalize it (and it is unlikely to happen in a foreseeable future), it seems to me to be better to have another queue, set of project specified address ... like enwikitionary. - I don't know the setting of Spanish Wikquote and its real activity. If Drini can tell us how info-es team treat inquiries even vaguely, it would be informative. Also, info on Spanish Wikiquote would be helpful ... Drini, could you please give us the URLs? so far only a couple of tickets dealing with wikiquote have even hit info-es, one of them from a banned user threatening people to get unblocked
I suppose spanish wikiquote visitors end up on spanish wikipedia, and there thye get info-es address, but as I said, wikiquote tickets are practically nonexistent (likewise for iwkisource, etc)
I became recently a es wikiquote admin, and I had contacts before with several wikiquote admins so I could always forward cases to them if I was for some reason not capable to handle those
