(Firstly, as my first post to the list, I should identify myself. I'm from Perth, Australia, and have just completed two years on the Wikimedia Australia board. I met a couple of the Kenyan delegates at both the Berlin chapters' conference and at Wikimania in Haifa, and I have always found the level of energy, enthusiasm and grassroots involvement in the Kenyan group very inspirational - you guys totally deserve to succeed, and I'm happy to help in whatever way I can.)
To the subject matter - we in WMAu have the same problem. I tried using my Wikimedia email address and contacting agencies using a fax number rather than by email, and found the latter actually got a reasonable result. I don't know what the situation is in Kenya is but it's relatively easy to get an Internet fax number here. (A quick google search turned up easyfax.co.ke, but their website does not make clear what their costs are.)
