About the pilot,I think David or anyone else familiar with the coast should lead the coast team.Since Abbas is the project leader,the team leaders of the selected areas together with their team should then report to Abbas. I personally support this because the lack of a structure often leads to two or three people doing majority of the work. I really don't know what kind of structure it is that would suit us, but one thing's for sure: we need one!
