in this case I think the Registrand and Billing Contact should be the same.
While you have to pick a specific person as a contact name, you still can make it an "organisational handler", which means that you can put in the name of the chapter.
E.g. Wikimedia Kenya (registered association) Mr. Abbas Mahmoud <official address of WMKE> Nairobi
Then the persons name can easily be changed while (as it is an org handler) the organisations name can only be changed by transfering the domain to another owner.
In short: By registering the domain to an organisation instead of a person you can easily exchange the persons name later, whenever there is a new president or board elected.
David, you should check when choosing the registrar that you find one who let you do that easily. Some have webinterfaces for that, others need to do it manually.
For the technical contact I would either put in the person who is taking care of the registration (David) or the hoster of the domain and operator of the nameservices (which would be me). Decide what you like better.
