I think Philip needs to choose whether he primarily wants to be an author or an editorial board member of a wikijournal, because it would be an obvious conflict of interest if he was both.
We also need to to know what Philip is willing to do with the wikijournal.org domain. If he doesn't want to donate it, I think it's in order to apply for a Wikimedia grant to buy it from him for perhaps $300, which I think is in the order of what he payed for it.

I think the current options look like this
1. *Merge: *Where WikiJMed and other WikiJournal content is hosted on wikijournal.org (with hopefully maximum involvement by the WMF). 2. *Stay separate:* Where wikijournal.org continues as-is with product reviews and travel destination reviews. Academic journal content remains hosted at wikiversity (maintaining clearly separate identity and possibly competing for use of the name). 3. *Buy: *The WMF buys the wikijournal.org domain outright. Given his grant request https://meta.wikimedia.org/wiki/Grants:Project/Philip/WikiJournal.org/WikiJournal, I think Phillip likely values his domain in the thousands of dollars. It would also require the WMF to basically commit to wikijournals running as a full sister project.

Thomas has summarised the points beautifully. However, I do not think that the 'buy' option is a valid alternative and we should safely avoid it. It seems that Philip is eager to adapt the academic culture but he has to be convinced first. A patient, polite, respectful explanation should convey the rationale. I think that we should parametrically work out the criteria that need to be fulfilled if the merger is to happen. Let us see if those criteria can be fulfilled from both the sides. If they are met, the merger happens. If not, we do not really have an option.
Philip is keen and he has already taken a number of steps which are a deviation from the direction he was moving earlier. We need to be respectful in this regard. He has accepted peer review. What more do we have to say?
I think that the domain issue can be sorted out.

Very well, my idea of buying his domain for a few hundred dollars would in any case be in a future when he has grown tired of keeping the domain, as I don't think his project is viable without integration with us. If he just decides to just give it all up, we don't want wikijournal.org to be grabbed by some unknown corporate interest. Still, we can still wait and see how other alternatives work out.
Philip's attitude to peer review has indeed improved, and I'm willing to merge our projects, with the main requirement being that each article that is not peer reviewed is clearly marked as such. He should also withdraw his grant proposal https://meta.wikimedia.org/wiki/Grants:Project/Philip/WikiJournal.org/WikiJournal, but he's welcome to suggest specific additions to our draft https://meta.wikimedia.org/wiki/Grants:Project/Rapid/WikiJournal_2017.
I think Philip may submit many of his articles to WikiJournal of Science. Theoretically he may submit his articles to WikiJournal of Medicine too, but I'm not sure any of his articles are really up to standards. I think WikiJournal of Science, on the other hand, may be more permissible during startup. I think he would be of benefit mainly in the editorial board of WikiJournal of Science, but similarly to the policies of the medical journal, he should participate in the processing of his own articles as author only.

I've made a bit of a suggestion as to what I think the limits / framework of a merger could look like, with non-peer-reviewed content moved to a specifically marked 'pre-print' section, (maybe some integrated into wikivoyage).

I think Philip needs to choose whether he primarily wants to be an author or an editorial board member of a wikijournal, because it would be an obvious conflict of interest if he was both.
We also need to to know what Philip is willing to do with the wikijournal.org domain. If he doesn't want to donate it, I think it's in order to apply for a Wikimedia grant to buy it from him for perhaps $300, which I think is in the order of what he payed for it.

I've requested Philip to clearly mark all his non-peer reviewed content as such, as well as to withdraw his grant proposal [1] https://en.wikiversity.org/wiki/Talk:WikiJournal_User_Group#Integration_of_content_from_wikijournal.org We should not have the domain name wikijournal.org associated with our project before it is owned by either Wikimedia Foundation or our own WikiJournal organization. Even if Philip seems willing to make beneficial contributions to a united project now, I don't trust him enough to put the entire project under a domain name that he has the full power to abuse or use to blackmail us.
