I think that is not related, I faced that issue with name resolution too
but I think that now is related with OAuth extension, not installed or
misconfigured

I've seen that exists a special script to configure OAuth in
QuickStatements inside Wikibase-bundle docker image, if I try to execute
manually I get this error:
