Italian law presented a similar risk. To avoid it (among other things) we had to change our bylaws to clarify why the association is useful for the "social advancement". Obviously, it can't be only Wikipedia in itself (it wasn't in the first bylaws either). So, I hope it's possible in Estonia as well. :-)
