Via the API[1] or via the Web.[2] The database of the Toolserver wiki is not replicated like other Wikimedia wikis and there are no intentions of making it so, as far as I'm aware (I asked about this a few months ago).

That's correct. wiki.toolserver.org runs on PostgreSQL (like all our web services), and is not part of the Wikimedia database cluster.
