an when a user dont use the ssh-login for x days he gets an mail .. after y days the account and the public-html will be blocked and after z days all will be removed.

Very bad idea. A user don't need to login to make legitimate use of toolserver. For example i use the toolserver to run a bot for the german wikinews. I virtually never login, because the bot just works. You seem to confuse toolserver with a shell account server.
