Why special?
- User data? That should be just like MediaWiki user table.
- Security bugs? How many of them should still be private right now?
And as aside, what's the right way to open a bug after it has been
disclosed? I think most of them fail in that bucket.
We might get more in the future, but not needing to hide anything right
now would IMHO help for setting up, then filtering.
