Hi,
We are (again) evaluating FreeBSD as a login server environment. There is now a test server, zedler.toolserver.org, which you could test your tools on if you like. (If you need configuration changes or software installed, ask me on IRC; don't use JIRA for this, since it's not official.)
At this time there are no plans to change the OS(es) on the login servers, we're only evaluating options.

Not at the moment. It probably could do, if someone really wanted it. (But a lot of the FreeBSD userland is either GNU-compatible or actually GNU anyway.)
